Other situations that are indicative of a well-resourced group carrying out surveillance:
Black taxis are usually owned and operated by one person. It seems to be stretching co-incidence too far to explain how two taxis with very similar registration numbers, both being first registered in another part of the country, (West Midlands), end up in Plymouth and are usually parked near to me, one less than a mile to the South East, and one less than half a mile to the West of where I live. It looks like they must have arrived in Plymouth at roughly the same time, since their official numbers of registration with PCC are also very similar. And to finish the strange coincidences, sometimes they can be seen turning up where I am walking, or travelling.....(!!!!)

(And even stranger - a third, and fourth, taxis have turned up in recent months, (BL60 OAM, 867), and (BL60 OAE), which are similar in number plate and PCC taxi registration).
